Therefore,it is imperative to all of us to renew our common vision, missionand concerns on human rights through the establishment ofsolid cooperation and network for human rights promotion andprotection at regional and global levels. Under thesecircumstances, it is important to promote regional and globalunderstanding and cooperation with the purpose to strengthenthe rule of law, the promotion of freedom of expression and theadministration of justice, and to the real and effectiveparticipation of the people in the decision-making process.Within this regard, I would like to suggest the need: (i) tocreate regional centres within ASEAN of excellence ofinternational standard, for instance: the Philippines is excellenceon the study of human rights within economic and socialperspectives, while Thailand is excellence on cultural and politicalperspectives and similarly other countries may focus theirattention on areas relevant to their interest, availability of resources,social and cultural contexts, (ii) to provide relevant and excellentprogrammes in training, research and development, informationdissemination and policy analysis on human rights, (iii) tostrengthen forum%u2019s management capability in order to meetMember Country needs effectively and efficiently, (iv) to promoteResearch and Development (R&D) in areas of human rights, and(v) to enhance collaboration among Member and otherCountries and relevant organizations.To conclude, I should like to recall the mandate of theCharter of the United Nations (Article 3 paragraph 1) whichstates the need to achieve international cooperation in promotingand protecting human rights.
