These efforts areaddressed to meet people%u2019s aspiration, expectation and greaterdemand for justice.The performance of law enforcement does not merelydepend on the perfection of legislation, but it depends on theaccountability of judicial system as well. This constitutes themost important element within the entire legal system.Imperfect legislation may cause its improper implementation if it is not undertaken properly within our judicial system.A modem judicial system provides protection, certainty, andjustice to individuals, so that people may respect to theaccountability of the judicial system.Our concerns to the existing realities of our the judicialsystem is based on recent indication that our legislation is leftfar behind the rapid emerging economic, politic and socialchanges. There is a strong indication that the workaccountability of the judicial institutions and its personnel areinefficient and unsatisfactory. A similar impression is takingplace at a number of public prosecutors, police, civil servantinvestigators (PPNS), and correctional officers. Other indicationis that the practice of law enforcement does not reflect the innervoice of people%u2019s expectation. The performance of law enforcerin other words, should put legal reform at the highest priority.
