It is enough if the Governmentjust takes a role as a facilitator for this empowerment process.The government needs to provide policy support and legalprotection to them. Having this view in mind, then, it can besaid that the notion of empowerment of adat communitiescontains the spirit of togetherness to support the solidarity andintegrity of nation state of Indonesia.As I have touched on in the earlier part of my remark, cooperation between the Government of Indonesia and the AsianDevelopment Bank, particularly in this technical assistance forcapacity development for adat community empowerment andpoverty reduction, has inspired the Government of Indonesiain determining its commitments to increase the quality of lifeof adat communities and fight poverty across the country. Wethink that various agendas need to be seriously carried out bythe national government and regional/local government, andadat communities with the support of civil society groups suchas NGOs, universities, and international co-operation agencies.Conflicts related to the control and management of naturalresources need to be settled comprehensively. Therefore, it isnecessary to establish a mechanism for conflict resolution thatis speedy, precise, and that meets the justice of all related parties.Recognition intact to the adat communities needs to beguaranteed. Mechanism for recognition needs to be formulatedconsidering the principles of participatory, wider autonomy,respect for diversity, and adat (customary) values.The government needs to protect the interests of adatcommunities. It is necessary to prepare guidance for theprotection of the rights of adat communities, which can be
